Definition: Famous archon who instituted major reforms that led to Athenian Democracy. One of his reforms was that any free man living in Athens or the surrounding area was a citizen. Before that, in order to be a citizen, a man had to be born in Athens to parents who were born in Athens. Cleisthenes also instituted the Council of Five Hundreds, a representative body charged with evaluating government proposals.
